as mentioned earlier if you don't want to spend money on a website you could start with a blog like (e.g blogger) which requires no initial investment. While starting a blog you must select an appropriate subject for the blog ,it may be anything like technology,fashion ,sports etc , whichever field you are interested in or the field in which you have immense knowledge, try selecting the subject which is unique from other blogs.

To keep the readers entertained you must maintain consistency in your blogging ,try to make at least one post for a day so that people everyday find something new and interesting in your blog, if they are no updates then the readers might loose interest in your blog.

Starting your blog today and wishing that hundreds of readers would visit my blog the next day is a foolish act. you do have to keep some patience ,you must keep up your hope, i have seen many people who blog for 2 to 3 days continuously and after that as there are no readers they stop blogging ,but this is not the right thing to do ,it takes some time to get the readers to your the blog.
HOW DO I INCREASE TRAFFIC TO MY BLOG IS THERE ANY TOOL AVAILABLE?
I have seen many people on the internet who find tools to increase traffic to their websites and blogs but to make it clear let me tell that there is no such thing at all. you cannot increase traffic to your blog via some tool.
the only way to attract people is good quality content and consistency. if you are providing people the good content they surely will come to you and even more will join you. remember there is no short cut to success
